So in order to buy into whatever's behind that url, you're going to have to first convince me that NPR doesn't have an agenda.
Apply some common sense to this. It's what is sometimes called a sniff test. As in, how does it smell?
Why would Russia actually want Trump to win, when they ran circles around HRC, Obama and Biden during the 8 years of president Obama? Next, use that common sense by observing what Russia is doing now. When petty tyrants who happen to be in charge of a large military see weak, feckless leaders, they do exactly what Putin is doing now. It's right out of Hitler's playbook from 1936 - 38.
Weak leaders like Biden invite this type of behavior from tyrants like Putin. Strong leaders like Trump prevent this type of thing. It's as simple and old as Teddy Roosevelt saying walk softly and carry a big stick. The key component to that, which other great presidents have recognized and utilized (e.g. Reagan) was to possess serious military capability that would force the adversary to pay close attention. Trust me, Putin is *not* paying attention to anything Biden says. The possible exception being when Biden said there would absolutely be no shooting between Russian and US soldiers. Obviously nobody wants that, but to come out and say it won't happen is pretty much the same as Biden giving Putin a green light. Goodbye Ukrainian national sovereignty.
