Not if they understood what would happen. We saw that not just there but here as well. You tell someone they have a disease that may not be harmful to them but other people? They’re unlikely to care or believe you. Add a fear of the government, reasonable or otherwise, and you got a global pandemic.

They don't fear the government in China. They know the government will always do the drug thing due the people of China. Locking someone up for quarantine is not a bug deal in China. It happens frequently around Wuhan.

I already answered your question but since I worded it so vaguely, I'll clarify. If they knew it would kill millions of people, then they are most certainly responsible. According to the evidence we have, that does not seem to be the case. As soon as they realized their error, we were quickly informed that the SARS-CoV-2 had a much longer incubation window than SARS-CoV.
