He pretty much goes off the rails starting at about the 37:25 mark. It looks like he needs his meds adjusted.

And btw, the media used to skewer Trump for being self-serving and bragging, but this guy constantly brags about the foreign leaders he's met with, and in particular how many times he's met with them. If Trump did that, the media's collective brains would have imploded. It would be nice if Biden focused on Americans for a change (for example, easing skyrocketing inflation) instead of viewing foreign policy as a means to line his own pockets... am I right, big guy?

Regarding what he said about autocracies, I think he was trying to say what Xi and Putin had said to him, but naturally in his demented way, he butchers it totally.

His handler can't let him free style like this. The danger is too great that he'll say somethig that actually harms himself or the country. So, how much longer until we only see him in videos, with a talking mouth superimposed on his face, like in the attached photo?

Everyone with an elderly grandparent who is senile or has dementia recognize these signs. It is not only is it blaringly obvious to Americans, other world leaders realize now is an unchecked free-for-all, Russia can threaten to take over Ukraine and China can take over Taiwan knowing that Biden will not be able to respond.

Yes, I believe you're 100% correct.

And, it was also apparent during the most recent election. Which is why I never understood how anybody could be ignorant and naive enough to believe the media when they told us that both Putin and Xi preferred Trump.

Objectively, look at it from their points of view. Putin in particular. He had pushed around Obama pretty easily. Just ask anyone now under the Russian jackboot in the Crimea. So if you're Putin, you have a choice of preferring the demented underling of a president you pushed around pretty effectively for 8 years, or the guy who's been kicking your butt, and making America great again for the preceding 4 years.

It's a no-brainer that Putin would prefer Biden, and as you point out we're seeing pretty clear evidence of that in the crisis he's manufactured regarding the Ukraine. What he's doing comes straight out the dictators playbook. For a examples, see manufactured crises from Hitler in 1936 and 1938 (Rhineland and Sudetenland, respectively.) Completing the comparison, president Brandon = Neville Chamberlain. I guess Trump would be Churchill, sort of.

One of many problems with a lot of liberals today is they know nothing of history, so they're doomed to repeat it. You'd think Biden would know better. At least until the dementia set in he might have known better.

Yes, he said those words, but he was saying that's what the leader of China said. To attribute that to biden as a quote is taking things so out of context it might as well be a lie. He says enough stupid things that there is no need to take things out of context to make him look bad.

Well firstly, Biden should be fair game to take out of context in the exact same way the media treated Trump or any other slightly conservative public figure.

Secondly, the whole joke of the meme is that he really did say this and ended with this line, no less, commenting how Putin and Xi have criticized democracies in the fast-paced modern age. Biden should have concluded with the benefits of free societies, but without really thinking, he concluded with the evaluations by Putin and Xi. The fact that Biden emphasized the quote "autocracy will rule the day", rather than emphasizing the importance of free republics is a more than just a misspeaking. It's a tell to the intentions and agenda of Biden's handlers.

I have fought all the idiots taking Trump quotes out of context for years. Just because idiots try to make Trump look bad by taking quotes out of context doesn't mean it's okay to take biden quotes out of context, it just lowers you to the same standard of idiot.

I didn't get the same meaning as you from this meme. If that was the intent then the meme was executed as poorly as the speech.
