We should have something separate. We cant have random people from other streams voting on our biz. What we should do, however, is encourage inter-stream unity. We should have a stream where all streams have representatives, where we can write peace treaties etc.

Any stream that's interested, and they would vote on external affairs, while Congress only votes on internal affairs. So stuff like alliances, conflicts and the like.

Correct. Only one more "nay" vote is needed for the motion to be defeated, so it looks very unlikely that it will pass now. You wouldn't expect nay votes to outnumber yay votes in a proposal that requires a supermajority and is supported by a major party like the HCP, so it seems that Congress is quite opposed to the idea of a Senate.
