I think it refers more to the ability to exercise speech rather than the speech itself. Having the freedom to burn a flag is a good thing even if the message of burning the flag is not.

Replace Free speech with gun owner ship and change flag burning to school shooting.

Though gun ownership is a right like how free speech is a right, that’s a garbage analogy since a school shooting is not a form of expression, it’s a violent act which is not protected by any rights. Flag burning can be offensive but still protected under free speech rights.

They are, but they also know that the embargo (even though it failed its purpose) was meant to topple the dictatorship, the very same dictatorship that these Cubans are protesting. So not only does the US have the freedoms Cubans desire, they also have a common enemy. These Cubans know exactly what they’re doing when waving American flags.
