Well, no, because even in times of peace, disease kills your citizenry in numbers similar to what you get for warfare.

Sorry, but any rational person will tell you that requirements for troops in times of war is drastically different than requirements for citizens in times of peace.

Which is exactly why the Constitution explicitly names public health as an exception in several articles.

I am not aware of any part of the Constitution which explicitly names "public health" as an exception to anything. Which articles are you discussing?

Furthermore, "public health" is a huge category. Protecting it does not necessarily mean that it allows for the government to force people to get something injected into their bodies. In fact, the left has for years told us, "my body, my choice". They've even managed to get the Supreme Court to give people that privacy.

I'm not aware of George Washington ever wanting to force private citizens to inject themselves with things during peacetime. Also, what about that "public health" exception explicitly written in the Constitution that you referenced?

Your meme and/or your sense of history sucks. Smallpox vaccine came around 13 years after the war, so Washington was not concerned about his troops dying, whether from the British or from smallpox.
