if the government can control buying/selling personal property from a private seller, as in not a retailer, then the government can control all 2nd hand buying & selling so they can tax you even more.

What I love (and the point of this meme) is that Joe keeps preaching about background checks as if they're going to fix everything when in fact his son showed how easy they are to circumvent.
