Good on you for conducting some research; that's something I can actually respect, even if the information you discovered doesn't quite address the issue.
Since you didn't provide the entire spreadsheet nor actual link to the data above, I have no idea what you're looking at, other than it's a quarterly report of something. I also don't know what you mean when you say "Georgia has one of the highest tax rates by population". And, before you decide to get cocky with your answer, I think it prudent to warn you that I possess both a corporate and legal background so do actually understand this stuff.
I'll agree with you on one thing though, how resources are allocated is always a critical issue. My major complaint is that is always tends to be predominately black and/or minority communities that are most negatively and disproportionately affected by underfunding, poll closures, purging off voter rolls, etc.
Whether you believe it or not, racism and voter suppression is very real and the people most inclined to support such are almost always members of the GOP party rather than Dems. While I acknowledge not all Republicans are inherently racist, zenophobic, etc, I am, however, completely disgusted by the lack of honesty, integrity and courage exhibited by many within the party that continue to perpetuate Trump's blatant lies.
