BUT - House & Senate need to pass a resolution and he needs to be INVITED BY NANCY PELOSI for the SOTUA or just a Joint Session Address!

I think you are confusing a State of The Union, which is not required in the first year of a new administration with an address to a Joint Session of Congress.

Every President since FDR has requested to address a Joint session of Congress their first year. Trump did on Feb 30th his first year, Obama did Feb 24. Every President has done it in Feb. After the first year, Congress must invite the President to give a SOTU.

That is totally incorrect. Whether it's a joint session or the State of the Union Address, the house and senate must send an invite via the speaker of the house. "Because the address is made to a joint session of Congress, the House and Senate must each pass a resolution setting a date and time for the joint session. Then, a formal invitation is made by the Speaker of the House to the President typically several weeks before the appointed date."
