If the census is broken out without illegals counted, several states with large illegal populations will lose congressional representation (i.e. California, Texas, Arizona, New Mexico, New York) and the extra apportionment will go to primarily to red States thus boosting conservative representation in Congress. Remember, the census is all about apportioning 435 members of Congress as well as federal dollars but the Congressional apportionment is most critical.
