He's not stuttering. He's contradicting himself and correcting himself all the time. Then of course he's not stuttering when he says things like "vote for me or you ain't black."

with the "poor kids are just as bright as white kids" he literally corrected himself and said wealthy kids afterward. It was slip of the tongue which as I said is a major part of stuttering for a lot of people
