I mean, I will take your word for it that you are not a democrat but you should know that the "it is Trump's responsibility" is actually a Democratic talking point.
Responses to pandemics are handled at the state level. The federal government is actually only able to provide additional relieve and/or resources. The whole "separation" of state and national powers comes into play. Anyone who remotely knows how our government works was never really convinced by the Democratic narrative. In fact, that is why Joe Biden had to retract his statement that if he became president, he would mandate masks. The guys at his think tank must have realized the president can't trump the constitution, and actually has limited power in this scenario.
This is why you have 32,000 of the 190,000 deaths from one state alone. Because one governor was dumber than them all. If Trump was truly able to control all aspects of the response, then shouldn't the response be more "spread out?" But it is not. Instead you have the greatest indicator for whether your governor should be re-elected or not.
As far as his "response" is concerned. He did do a good job. Simply google search "Gavin Newsom praises Trump." California is the leading state in cases and the fourth as far as deaths with a 14,000 death toll. Gavin Newsom has asked the federal government, or in other words, our president, for help on multiple occasions and Trump responded well. Hell, I will even link a simple video for you:
