You're right, it's not all his fault. But, he is responsible for ALL of his own responses. Up till recently he was calling it a hoax. Up till recently he was saying the media was making too much of it. Telling everyone to calm down. His supporters, the very people most at risk, were treating this like a joke. Now, some of them are dying and it's only going to get worse.
