I agree it's not a "national emergency" -- not yet!
But: I think it is already an "infectious disease emergency," and Trump should probably go ahead and make that declaration and release those funds. As I noted above, local authorities have been declaring their own emergencies
Good on HHS for declaring a "public health emergency" as early as Jan. 31, but I don't think Trump had anything to do with that.
If and when roughly 1,000 Americans die of coronavirus (and let's hope they don't), then we'll be in a position comparable to when Obama made his "national emergency" declaration regarding swine flu
