That works for me. The Constitution says that the powers of the Federal Government are enumerated and limited. And the 10th Amendment says that any powers that are not enumerated are reserved for the States. A whole lot of what is done by the Federal Government exceeds the authority of a limited Federal Government. But the government keeps growing and ignoring that a lot of what it does is not an enumerated power in the Constitution.
I think we also need some sort of a balanced budget amendment too. I am pretty sure that each and every State has a balanced budget provision, but the Fed do not. For that reason, the States gladly hand power that should reside in each state, to a Federal Government with a huge debt, and has unrestricted spending.
