Western culture gained a dominating role in the modern era due to the spoils of invasion and colonial exploitation and the theft of foreign resources that came with that. That's what the richer, more advanced countries of Europe have in common. It's also what their poorer ones that lagged far behind lacked.

As those fortunes declined (there's only so much gold in them thar hills you can extract), so did the prominence of those empires.
Portugal once reigned supreme, sailing beyond the 'known world' (to Europe) to Africa south of the Mediterranean and east to Asia now it's a backwater joke that had to do major gymnastics to qualify for EU membership.
The sun once never set on the British Empire, now the rump UK is cleaving from within, with talk of Scotland to leave it in favor of remaining in the EU.

The USA - which reshaped the World in ITS image, has been in gradual decline for half a century. Trump has acclerated that descent. In a few decades, we will be Third World status worthy while those countries rise.
