Not exactly. Legalizing drugs is legalizing something people do to themselves. That doesn't apply to terrorism, not counting suicide bombers.

Drug dealers don’t push drugs on themselves. Even those who take drugs cause problems for the rest of society. We have to take care of their children they neglect, repair the damage they cause from driving under the influence and suffer the loss of life when they accidentally kill someone.

Drug dealers are able to function precisely /because/ drugs are illegal. It was the same problem with prohibition, the act of making something illegal /creates/ new crimes, as well as organized crime around the illegal act.

And all those other problems you mentioned are no different than what still occurs with alcohol. The difference being they're more manageable and easier to combat when people aren't forced to be secretive about their addictions or face going to jail for 30 years over an ounce of weed.

It's the same here in Canada right now, because the government is overcharging for the legal weed, but a balance will eventually be found to starve out the dealers.

What doesn't help in the US is that's it's not legal in all states, so it's basically a buyer's market right now.

Terrorism would essentially be legalized murder and therefore could never be legal... Drugs would essentially be legalized suicide which seems more debatable than murder... If youre someone who wants to kill yourself with drugs, it seems pretty likely nobody is going to be able to stop you from eventually finding them (legal or not). Weed has already became legal in many states.. and "magic" mushrooms were also decriminalized here and there. I know there's a difference between them and crack but.......
