Well, that's one possibility. Then again, anyone who donates the maximum amount to Trump is unlikely to be shamed by their gift; they're probably proud.
He also could be showing a list of people/organizations that the candidate is beholden to. For example, Julian Castro has four educational institutions on his list of top donors; as president, these donors would expect him to push for education reform in their favor.
Check out the website I posted. If you follow the rabbit hole, you can find out how much each donor has given, then see who that donor gave to in previous election cycles. It gives a pretty good sense of what that donor's priorities are, and in turn shows what the candidate's priorities will likely be.
