Nope. He's a bit obtuse but to translate what he said into normal person speak:
The DoJ has a policy that says a sitting President can't be indicted.

Because he can't be indicted I didn't make a recommendation for prosecution.

Both that policy and not being able to defend yourself in a court of law is unconstitutional.

The constitution has other methods to deal with a criminal President other than prosecution. I am turning this over to Congress to deal with via impeachment proceedings.

There's a lot of bull in there. Especially the last paragraph of course, and the text of the meme, which goes back to the 'exoneration' ploy again. Exoneration is NEVER done by a prosecutor... But here -- because the whole purpose was (and is) political smear -- the corruptocratic 'Media' get to run around and perpetuate a myth that 'because Mueller didn't exonerate, it surely means Trump 'must be guilty'. They then attempt to further rationalize that by throwing up a wall around Mueller, saying he couldn't do anything, because a sitting President can't be prosecuted. SO, it creates a cozy comfort-zone where the 'Media' can proclaim guilt and convict, or protract a 'cloud of suspicion', and Mueller gets to throw up his hands and run off. Mueller, et al., surely intended all of it to happen this way. The whole thing stinks so bad. Credit has got to be given to the 'Media' for being able to string along so many in the Public for so long -- but, they've conditioned them (through hate-milking) to go along willingly.
