Actually, asylum is not a right. It is recognized by the united states and international law, but is not guaranteed. Also, asylum isn't based on civil unrest, or my country sucks so I want to move. Asylum is for specific cases of persecution, and is still not guaranteed.
Asylum is not mentioned in the constitution at all. It doesn't forbid anything because it isn't mentioned.
Yes, FDR was a liberal, or more precisely a progressive. He created the monstrous welfare state that is choking the country. He created a raft of top down social programs that his own chief economic advisor said only made things worse. He refused asylum to Jews fleeing the Nazis, he put Asian Americans in camps, and he hated black people.
