The only exception to this rule are Canadians, who should be rescued, as they are decent folks who are often unaware that the tip is not automatically factored into the bill. Canadian diners are often mystified by the dirty looks they get from American waiters,& leave thinking that American servers are all psychotic, while waiters in turn labor under the delusion that all Canadians are cheap. All of which could be avoided with a simple reminder posted in restaurants...then it might be a bit safer for tourists in Florida! At least for Canadian tourists. Those who are simply bad tippers deserve whatever they get. I assume Hawaiian residents probably feel much the same way that Floridians do.
