Let's run through the numbers. 2016 estimated 55% voter turnout. Your "more current information" [haha!] says 35% of them are conservative. 35% * 55% = 19%. Add that to the 45% that didn't participate and you get 64% that are either conservative or don't participate. If you combine the moderates and liberals from the 55% that participate you get (34%+26%) * 55% for a whopping 33%.
