A Flat Tax is the Only Fair Tax

If it's anything like the modern tax code, something like the bottom 40% of society doesn't pay taxes at all. I imagine if you're too poor to pay it you're not forced to pay it anyways.

The same thing that happens to the people that can't afford mandatory health care.

If such a tax were to be adopted, it is likely that the very bottom of the income scale would not be taxed.

What happens now to people that can't afford to pay the current tax?

Right. A flat percentage. No tax breaks or loopholes. You get money, you get taxed on it. The graduated tax system allows us to pay the bottom end of the wage earners less and still allow them to afford to live. We will have to pay the bottom end more money to help this work.

Taxation is theft.
