By Soviet definition they never achieved communism, they only strived for it. The were after all Soviet Socialist Republics "on the way to the victory of communism".

By Western definition, USSR was communist because they had complete abolition of private property and free enterprise, and this is the definition I find more accurate, but I used a soviet symbol with the proper soviet phrase.
