The electoral college was designed so smaller states like Wyoming, Alaska, North Dakota, etc. would still get a say. If it was popular vote, California, Texas, Florida, and New York (two blue states, one red state, one swing state) would make up around a third of the total votes. There would be no point even bothering to vote in the smaller states.
