had a quick look at toolpic, v.nice! i'm not familiar with photoshop but toolpic certainly looks a lot like GIMP. anyhoos, the "problem" is the TEXT tool. IN paint.net, as you can see in the picture, the text isn't actually text anymore so I can edit it like a bitmap (the kind of file you would in MS Paint?) because Toolpic text is always text, you just need a workaround. what to do is:
1. type your text in a separate toolpic file. make the background tranpsarent and save it as a PNG file.
2. Bring the file into the meme image you want to use it in...now, in Toolpic you should be able to import your "text/image" file straight into a new layer, with FILE | OPEN IMAGE AS LAYER...but i can't seem to get that working! if you have the same problem, just open the "text/image" file and copy/paste it onto your meme on a separate layer....then you can chop up the letters and mess around with them. on this sample image, i've chopped out words put them on their own separate layers then flipped some layers, turned some upside down, chopped words into slices and so on
i couldn't find anything to rotate the letters when i tried this on toolpic tho' !?
***biggest problem when working with text as an image tho' is once you've typed it you can't change it. so if you make a typo....you have to do it all again :-/
