On a serious note, what happened to you is a crime known as sexual battery. That he power-walked away may have had less to do with it being a dare than trying to avoid getting caught and arrested.
I'm appalled that this happened to you. The fact that you were unaware of the proper handling of this situation tells me that not enough women and girls are taught what to do when men take advantage of them. Making a scene is the LEAST you should have done. You might have enlisted the help of nearby customers and associates in helping to identify the perpetrator (i.e. following him at a distance to his vehicle and getting the license plate, or possibly even to his address or some other public place, like a bar, where the police can apprehend him [NOBODY should attempt to detain such a person themselves, as injury or death from a reaction involving physical violence, or even the use of a weapon]). The use of a smartphone to record video of the guy would also be helpful to police in identifying him, as he is likely to look around and make his face visible. It could also be further evidence of the vehicle license plate or place that he ends up at.
Please spread the word to all your female relatives and friends so that they don't make the unfortunate mistake of doing nothing. Chances are, bet or not, having gotten away with it once, he is likely to do it again, or even go further, such as fondling a woman's/girl's breast.
