He's basically just a dog that says things. You use Comic Sans font, and different colors (usually). And you use adjectives in front of the words like "so..." "very..." "much..."

Another way of learning things is by looking at examples. You can google "Doge memes" and you'll see examples of it, or look it up on knowyourmeme.com
