Actually they ARE countries, hence why they're called states, and the USA is a federation of them, hence why it's called the United States of America. America is not a country, it's a hemisphere of them. They've had they're own election laws and procedures since they started having elections.
Things are about to get juicier, as many running for office in so-called Red States have been working to change their laws even further, to discount votes or just disregard tallies altogether if, say, a certain autocratic fella or his cooky lawyer pal pick up a phone and tell them to like they did in 2020. That recent refrain of "We're not a Democracy" and the parade of memes decrying the election process aren't coincidental in timing, they're just prepping us for the end of real voting.
Yes, folks, there really IS a conspiracy going on, and it's the one seeking to END the USA as we've known it, HINT HINT. Really, how can keeping the USA the USA be a conspiracy or a bad thing?
