Laughing off serious matters is no small thing. There's nothing wrong with being happy and funny, but she's the VP of the USA, not Taika Waititi. She actually has responsibilities. Laughing off every question just gives off the impression that 1) she can't answer the question reasonably [which she rarely does], and 2) she doesn't care.
