Meme captions don't normally require punctuation at the end of them, since the end of the line itself serves the same function of indicating a pause or break in thought that normal punctuation would.

The exception is the question mark.

Exclamation marks aren't required either, since the emphasis that an exclamation mark would give is supplied by the picture itself. It's pretty rare to see exclamation marks in memes.
