I really don't think there's a word in existence that can describe a nation of people that were taken willingly by hollow promises by ideals that were so twisted that they were responsible for the deaths of 60+ million people. But I'd say Psychopath is a good start!

Sorry, 'Nazis' work as well, (just searched it up) but the word 'Natso' works for one specific person (from 'Horrible Histories: Blitzed Brits').
