I think the mods can downvote memes whether or not they're submitted. :)

Anybody can downvote or upvote memes even if they're not submitted, but you would need to post the link somewhere.

Also sometimes google image search has turned up unsubmitted images on imgflip for me. (I guess the search has to be specific to the tags, though.)

I'm not exactly sure, but I get the same thing, and a lot of it! I know it's not other members because I've tried everything to do so. Only thing that's left are the Admins, that's all I can logically come up with! :)

Yeah. It's worth doing. Sometimes you'll find some really good memes that way. If someone makes a meme I really like and I have time, I'll look at other stuff they've done. You just click on their name.
