He was an installed puppet that was very clearly wearing out. He, or rather his wife and son, refused to allow him to step aside which meant the money faucet would dry up to a slow drip. So they allowed the country and the world to get a glimpse as to how bad he was. It forced him out and they forced Harris on their voters rather than lose what money had been gathered for his administration's re selection campaigned.
