How will deporting 20 million illegal aliens lead to cheaper rent? If there's fewer tenants in an apartment building, woildn't that make the rent go up in order to pay the utility bills?

Supply and demand. With houses sitting empty the rent comes down. That was basic elementary school education in my day.
Also when nobody is in an apartment the utilities are TURNED OFF.
