Mainly they're just arresting anyone not American, sometimes even American citizens with a different ethnic descent. The problems that we actually have with mean foreigners and gangs don't seem to be going anywhere.
The public is reminded that an indictment is not evidence of guilt. The defendant is presumed innocent and entitled to a fair trial at which the government has the burden of proving guilt beyond a reasonable doubt.
