I think we should go with the bibles recommendation:

"Offend" here means to cause to sin or be lead into sin.

Statistically Pedos have a 100% recidivism rate. They aren't reformed, ever. Death penalty is justified, just because they are only caught once, doesn't mean they only committed the crime once.
