January sixth was Pelosi refusing national guard backup, police firing tear gas into the peaceful crowd, Capitol police ushering people into the building, agitators added to the crowd, plain clothes FBI trying to rile them up. The aftermath, they manipulated the evidence, detroyed videos, intimidated witnesses, and treated the prisoners badly.

On January 6, House Sergeant at Arms Paul Irving treated the situation as requiring notification/approval from House leadership before he would formally green-light the Board’s request. He approached Pelosi’s staff around 1:40 p.m.; her chief of staff relayed it; Pelosi gave her concurrence at approximately 1:43 p.m. The Board then approved the formal request (around 2:10 p.m.). That was an internal congressional/Capitol Police process step—essentially “yes, go ahead and ask DoD for help.” It was not an authorization that deployed the Guard.
After that Board request left Capitol Hill, the actual delays (hours) occurred on the DoD side: re-missioning existing Guard elements, formal approvals by the Acting Secretary of Defense and Army Secretary, logistics, etc. Pelosi and other leaders spent the afternoon pressing Pentagon officials to move faster precisely because the request had already been made and they wanted the troops on site.

So while it's not a "law". The police still needed approval before requesting assistance from the national guard.

The January 6, 2021 case study shows the complexity of the process - Steven Sund requested National Guard assistance on January 3, but the Speaker's Sergeant at Arms denied it, and on January 6, the Sergeant at Arms again denied Sund's urgent requests for over 70 minutes.

And the Sergeant at Arms answered to Pelosi back then.
