The man in question was stealing all the mail, and specifically targeting checks being mailed and cashing them. He wasn't targeting ballots. That was a side-effect of the time of year. He had stopped up the public mail box so anything deposited wouldn't fall down into the bin. He would then pull the mail out later on.
