There is racial bias in the judiciary, although my personal feeling is that a large part actually has to do with economic class, namely that poor people make more convenient targets for quotas as having less of an ability to pay for more adequate representation makes them less likely to have their cases dropped or challenge. Spend the night in jail here or talk to anyone who has or has worked with the system and you'll see.
The same with maternal wars and the rest of medical care. If you want to take a trip to the Bronx, pretend you're poor, and go to St Barnabas Hospital. Now go to a hospital not in the ghetto and make the comparison.
