Even if that is true (and I guess I could believe it) there's still a difference between hiring competent cutthroat men under the table to do your dirty work and shooting yourself in the foot because a bigwig up top who understands nothing demands a certain percentage of your sailors be from a certain background, regardless of qualifications.
