As bad as DOGE was, on of the worst things about it was we didn't cut off foreign aid. It looked like we did because they kept talking about cutting USAID, but those are little tiny projects like books and vaccinations for schools in Third World countries. We're still throwing billions of dollars at every single country on planet Earth in case it turns out that Hitler is still alive while we're still reconstructing the world 80 years later.
Healthcare is free when a country that used to have an army of 2 million employed by a private company - the (British) East India Trading Company - not even the government - is now down to barely enough soldiers to occupy the Shetlands if it had to.
