You are absolutely right. He's running a budget deficit for the next two years, so to cover it he's going to drain the emergency fund to cover it.

California pays $88 billion more to the federal government than it gets back. It's entitled to ask for some of that emergency funding that it and 4 other states supply for the rest of the 45 and Planet Earth.
