They're sitting on hundreds of billions of underground crude the state won't let them pump. That sucks because other states get fuel from California refineries.

California has done everything they can to destroy fossil fuels infrastructure. There used to be 23 refineries now there are twelve and only 7 or 8 of those are gas and diesel production. More are scheduled to close or leave. The rise in gas prices is part of the plan to force electric cars even though the state lacks the infrastructure to support mass adoption of electric vehicles.

Prices in California were projected to be at 8 dollars this summer due to refinery closures and increased taxation before the Iran war. Look like they were right.

Then why is it ONLY California? They have oil. Newsom won't let them drill for it and he got rid of 18% of all of the refineries. Newsom won't even cut taxes to help people of California.
