No there are wealthy patrons who like the prestige of having their name on a plaque for eternity. They buy artwork and donate it to museums, they fund all kinds of stuff. Donors are paying for it. That's how DC works. I supervised a crew who did the historic preservation of the Vice President's Ceremonial Office in the EEOB. The taxpayers paid for security upgrades after 9/11, but the restoration was all paid for by donors. This office was used by Cheney, Biden, Pence, Harris and Vance since we did the work. FDR had all the offices painted grey during the Depression to mask the opulence. We removed that and restored the original late 1800's finishes- all paid for by donors of all political backgrounds, not just GWB supporters.

The ballroom was necessary, the East Wing was like a 1950s trailer house, the work space was inadequate, security and technology updates would have cost more with gut and remodel than with demolition and new build, not to mention taking longer. I didn't last a year when I worked there doing a historic restoration project. The place is sick.
