No, actually the director of an agency, under direction of an elected official as in a President, puts in a policy of that elected official, and the bureaucracy under both will not carry it out. Most of them are members of a government union beholding to the Democrat Party and covered by unelected judges with allegiance to the Democrat Party and nothing gets accomplished. The will of the voters goes undone, and with it the trust of the governed.
