Seeing as how the cameraman was in front of the Miller's it's a safe bet the shooter was behind them - not the cameraman. Notice Miller is shielding his wife and a secret service guy is shielding him.

How do I know the shooter was not behind the cameraman? I was a reporter longer than you've been alive. If the shooter was behind the cameraman he'd have turned around and got his picture for THE big time money shot.
