Biden left it to the Department of Justice (which unlike Trump's DOJ wasn't under his command). And Merrick Garland wanted to keep the DOJ free from anything that could seem like political leaning (despite the fact that his Supreme Court nomination was denied through political leaning). It wasn't suppression per se like we're seeing now with Congress demanding the release and the DOJ redacting, deleting, and selecting the files to release.
