Only the "sanctuary" states are having any riot problems, all the other states in the U.S. are not having this problem. ICE agents transfer custody of the convicted illegal alien in a State prison where it's safe for the criminal and officers. When "sanctuary" states release the prisoners back into the public despite the court orders, the state knowingly creates a dangerous situation because they've released a convicted murderer back into the public and the federal officers still have to arrest the criminal, but now in a public venue or at their home.

But when the Minnesota orders their local police to not cooperate and their state prisons to release prisoners, then federal agents are forced to go apprehend the convicts among the general public.
