It was revealed this week that Minnesota hasn't performed any fiscal review on any Day Care centers receiving public funds for operation for over a decade.

So? Doesn't mean that every daycare center is doing something illegal. If the IRS doesn't audit your tax returns for a decade, does that imply you're filing fraudulent tax returns?
